Community Access Television Services (CATS) is a department of the Monroe County Public Library in Bloomington, Indiana, established in 1974 as one of the earliest community access television operations in the country, serving as a constitutionally dedicated forum for citizen expression in a university city.
CATS stewards five PEG access channels for the City of Bloomington, supported by the Monroe County Public Library, the City of Bloomington, Monroe County, and the Town of Ellettsville, available on Comcast, Smithville TV, and other cable providers. The five channels include a public access channel for community-produced programming, a library channel for local events and library programs, separate city and county government channels covering all municipal and county government meetings, and an international news channel. CATS staff also covers community events on request and maintains a complete archive of programs available on demand.
Bloomington residents and the Indiana University community rely on CATS - headquartered in the ground floor of the Monroe County Public Library on Kirkwood Avenue - for government meeting coverage, locally produced programming, and a free-speech forum that has served this engaged college town for more than five decades.
