ORCA Media (Onion River Community Access Media) is the nonprofit community media center serving the Vermont capital region, providing public, educational, and governmental access television for 13 Central Vermont towns centered on Montpelier, the nation's smallest state capital.

Broadcasting on Comcast cable channels 1075, 1085, and 1095 and streaming online, ORCA Media covers city council, planning commission, and development review board meetings for Montpelier and selectboard meetings for Berlin, Bethel, Braintree, Calais, Duxbury, East Montpelier, Middlesex, Moretown, Randolph, Rochester, Waterbury, and Worcester, while offering free video production training, editing suites, studio facilities, and event coverage to community members and nonprofits. The organization is also the media partner for the Green Mountain Film Festival.

Central Vermont residents across 13 towns - many of them small, rural Vermont communities that would otherwise have no broadcast coverage of their town meetings - rely on ORCA Media for the government transparency and community media access that connect the Vermont capital region to its own democratic institutions in a state where town meeting democracy remains genuinely alive.
