Bloomington Community Access Television (BCAT) is the public access television operation for the City of Bloomington, Minnesota, a major inner-ring suburb south of Minneapolis best known as the home of the Mall of America.
Operating as part of Bloomington's BTV cable television service, BCAT broadcasts on Comcast Cable channel 798 in HD and channel 16 in SD, streaming online and via Roku, Apple TV, and Amazon Fire TV. The city-operated facility provides a full production studio with HD cameras, audio mixing, editing suites, and portable equipment, and offers free membership and production classes to Bloomington residents, employees, and nearby southwest suburban cities through a partnership with Southwest Community Television.
Bloomington residents and producers use BCAT to create original programming on any topic, while the Bloomington TV government channel alongside it covers City Council meetings and city services - together making up the civic media system that keeps Minnesota's fifth-largest city transparent and connected.
