Joe Van Eaton

Joe Van Eaton was one of community media's most important legal advocates, a communications attorney whose work helped protect PEG access, local government authority, and the public's right to local media infrastructure. Through Miller & Van Eaton and later Best Best & Krieger, Joe advised communities across the country on cable franchise law, telecommunications policy, broadband deployment, rights-of-way, and the legal tools cities and access organizations needed to keep public, educational, and government channels viable.

His work mattered because community media has always depended on more than cameras and volunteers. It has also depended on franchise agreements, local authority, public-interest policy, and lawyers who understood that PEG access was not a technical side issue, but a democratic resource. Joe helped communities navigate the legal and regulatory fights that shaped whether residents could continue to see local meetings, produce programs, share cultural life, and use media as a civic platform.

Joe received the ACM's Dirk Koning-George Stoney Award for Humanistic Communication, honoring a career that connected legal expertise with the human purpose of community media. His legacy lives in the legal groundwork that allowed local access centers to survive changing technology, industry pressure, and shifting federal rules. For many viewers and producers, that work was invisible. For the field, it was indispensable.
