Lucas Miller is a producer and co-creator of T-Time in Olympia, the community media program that received the ACM's 2017 Jewell Ryan-White Award for Cultural Diversity. T-Time used Olympia's public access channel to create accessible, ongoing conversations about gender, sexuality, LGBTQ+ life, and community experience in a format that commercial media was not producing and that served a real local need.

The program's recognition by the ACM reflected the field's understanding that community media's promise of open access is most meaningful when it produces programming that no other outlet would carry and no other medium was making available to that community.

Lucas's work with T-Time is part of the producer tradition that public access was built to support: people using a community channel to speak directly to and from their community, without a gatekeeper deciding whether the story was worth telling.
