Mitsuko “Mitsi” Herrera

Mitsuko Herrera is a national community media policy leader whose work has helped protect and advance PEG access, local franchising authority, broadband policy, accessibility, and digital equity. Based in Rockville, Maryland, she has held cable, broadband, planning, policy, and special projects roles with Montgomery County, including leadership with Montgomery Connects.

Her work connects community media values to the systems that make access possible: affordable broadband, device access, digital skills training, safe technology use, and public-interest communications. Through Montgomery Connects, she has helped address the everyday realities of digital participation, from paying bills and applying for benefits to scheduling health care and staying connected online.

Across decades of technology change, Mitsi has helped keep public-interest communications centered on access, visibility, and community participation. Her leadership shows how policy work can shape whether local voices are seen, heard, and supported.
